Generate Your IFS Template — Free Infrastructure Funding Statement Tool for LPAs
Enter your council's S106 and CIL data to generate a structured Infrastructure Funding Statement template following Schedule 2 requirements. Download as PDF.
About This Tool
Every local planning authority in England must publish an annual Infrastructure Funding Statement under Regulation 121A of the Community Infrastructure Levy Regulations 2010. Schedule 2 sets out the minimum reporting requirements — covering S106 contributions received, spent, allocated, and retained, plus CIL data if your council charges it. This tool generates a structured IFS template from your data, formatted to follow the Schedule 2 requirements. Enter your council's figures, review the preview, and download a branded PDF you can use as a starting point for your annual statement. The template covers all three required sections: infrastructure list, CIL report, and S106 planning obligations report. You'll still need to verify the figures against your financial records and add any narrative commentary required by your council's publication standards — but the structure and formatting are done for you.
