S106Ledger is a self-serve web tool for local planning authority teams to track Section 106 agreements from execution to completion — with structured obligation data, trigger-point tracking, a financial ledger, deadline alerts, and automated Infrastructure Funding Statement generation.

Who It's For

Planning obligations officers and finance teams at smaller English district councils and unitary authorities — the 150–200 LPAs managing S106 agreements in spreadsheets because enterprise solutions are too expensive or complex to justify.

Why It Exists

The Home Builders Federation estimated that councils were sitting on £6 billion of unspent S106 money. Bristol Council managed 700+ live agreements across multiple spreadsheets. Wokingham Council described “years of unsatisfactory work with Excel spreadsheets and duplication.” Missed trigger points mean lost developer contributions. Missed spend deadlines mean money returned to developers unspent. The annual Infrastructure Funding Statement — now mandatory — adds further reporting pressure.

Existing solutions serve larger councils at enterprise prices. Smaller districts are left with spreadsheets. S106Ledger fills that gap — affordable, self-serve S106 monitoring for councils below the enterprise procurement threshold.
